Ref (a) stipulates that the Commanders will support the free exercise of religion and have a Command Religious Program (CRP) which accommodates the religious needs preferences and rights of the command members eligible family members and other authorized users.
The CRP is supported with appropriated funding consistent with other personnel programs within the Department of the Navy. 3.
SCOPE (a) This is a nonpersonal service contract for PDRE for Naval Support Activity Naples IT (NSA Naples).
The coordinator shall serve as a resource person advisor and director of Protestant Religious Education within the Naples community.
The PDRE consults and coordinates with the Government Command Chaplain and the Government senior Protestant Chaplain assigned to NSA Naples IT. (b) The coordinator will be expected to conduct himself/herself with due regard to public conventions and morals.
He/she must uphold professional work ethics with good moral character and relate well to people of other faith groups while following Navy and chapel regulations.
The NSA Naples Command Chaplain will make the final decision as to the appropriateness of all elements of the Protestant Religious Education Program. 4.
QUALIFICATIONS OF THE PROTESTANT DIRECTOR OF RELIGIOUS EDUCATION (PDRE) The Coordinator PDRE shall have the following minimum required qualifications: (a) Possess legal status to reside in Italy and work for US forces in Italy. (b) Speak conversational English. (c) Possess basic proficiency with computers and software. (d) Have sufficient professional abilities and human relations skills to facilitate a religious program including recruiting training and leading volunteer teachers and religious education assistants. (e) Possess a bachelors degree or higher or have at least four years documented experience with religious programs. 5.
RESPONSIBILITIES The Coordinator PDRE is directly responsible for providing and delivering a total Protestant Religious Education Program from levels PreK through adult levels.
The Coordinator PDRE shall comply with ref (b) and Ref (c) when working with minors.
The Coordinator PDRE shall perform the following tasks: A.
Overall Facilitation and Coordination (a) Be an active participant of the Naval Support Activity (NSA) Chapel community and stay abreast of chapel activities. (b) Liaise with other Religious Ministries Teams (RMT) and Contracted Religious Ministries Professionals (CRMP) for coordination of chapelwide activities. (c) Coordinate all program details and decisions with the NSA Naples Chaplain staff.
Compile materials for the NSA Naples Protestant Chaplain to review for Protestant programs. (d) Liaise with the designated NSA Naples Protestant Chaplain at least once a week to discuss the programs issues site conflicts attendance staffing supplies/equipment and other related topics. (e) Promote and maintain high attendance of students and participants.
B.
Program Development (a) Develop and maintain catechetical programs for all age groups. (b) Continue professional development objectives in order to enhance effectiveness as a contracted PDRE through online courses personal reading peer associations study days and prayer.
C.
Parental Communication (a) Coordinate a Parents Meeting for students.
Discuss with parents requirements of participation dates of events and expectations. (b) Coordinate with the Command Chaplain for the use of permission slips to promote good communication with the parents and guardians of activities.
Permission slips should be used in accordance with Command Chaplain policy such as whenever minors are leaving NSA Chapel premises in care of adults other than parents/guardians.
Permission slips should include the type place and times of the planned activity involving minors and emergency contact numbers.
Plans for adult supervision should also be communicated to parents and guardians.
D.
Recruitment Support Training and Management of Volunteer Personnel (a) Develop maintain and update a strategy for recruiting volunteer teachers and assistants.
Execute recruiting efforts to include manning a table after services bulletin announcements advertisements online mailings and personal appeals. (b) Train volunteers to use a variety of resources to develop effective and engaging lesson plans curriculum guide standards and indicators. (c) Plan organize and run a Volunteer Orientation as needed. (d) Schedule space usage for volunteer training and events per base and chapel policies. (e) Recruit train and coordinate volunteers for all Protestant religious education programs including but not limited to: Adult Bible Study/ Faith Formation Programs Youth Retreats Annual Volunteer Appreciation dinner Annual Community event ( Easter/ Summer Picnic). (f) Setup decorations and breakdown of equipment and request support from volunteers as necessary.
E.
Administration (a) Maintain high teacher morale.
Communicate with the teachers to discuss curriculum needs adequacy of supplies religious education events fellowship opportunities and any other related topics. (b) Update/revise current guidelines for teachers and volunteers as necessary.
Teachers should be aware and know (a) what their responsibilities are concerning the children (b) times for class to be held (c) what to do if they must be absent from class (d) other related information. (c) Maintain a staffing list that is made available to all teachers and assistance for open communication. (d) Develop and publish the Protestant Religious Education guidelines and expectations for all students and parents. (e) Prepare a schedule of classes.
Coordinate the schedule with Federal Holidays school schedule and sports schedules. (f) Maintain accurate records related to registration attendance volunteers schedules and student evaluations as well as any required documentation related to sacramental preparation and celebration.
Communicate with any student teacher or volunteer who has many unexcused absences. (g) Facilitate and locate substitutes as needed for teachers and assistant teachers. (h) Prepare and submit monthly status reports to the Command Chaplain. (i) Ensure that the Security Requirements in Section 5 of this JOB DESCRIPTION are adhered to.
F.
Corporate Activities (a) Coordinate and oversee events to include but not limited to Vacation Bible School (VBS).
The Coordinator PDRE shall: Research survey and recommend the location for events.
Coordinate with the Command Chaplain and Designated Faith Group Leader regarding logistics.
Prepare event supplies.
Coordinate with the chaplains for spiritual lessons.
Ensure the safety and wellbeing of students during the retreat.
Receive permission slips and required medical forms from each student prior to events. (b) Coordinate and implement an annual volunteer appreciation dinner or event to recognize people who volunteer with the Chapel Programs.
Coordinate with Command Chaplain and Designated Faith Group Leader who will provide for the Religious Services hosted event. (c) The coordinator shall make all his or her own copies scans and faxes with the provided allinone copier machine(s) in chapel facilities.
In the event this machine does not satisfy the publicity needs for an event the coordinator will submit publicity reproduction needs by the suspense date established by the Department Leading Petty Officer (DLPO).
The coordinator shall prepare publicity for chapel message boards instillation publications (virtual and printed press) and provide this information to the NSA Naples Command Chaplain for approval/coordination. 6.
COORDINATOR PERFORMANCE (a) The Governments request for the performance of this requirement is one half of FTE at 1300 hours/year estimated 25 hours per week. (b) The Governments request for one half of FTE is the Governments forecasted hours for successful performance of the contract however as this is a performancebased acquisition interested coordinators may propose the appropriate number of hours which are suitable to their performance based approach. (c) The coordinator shall coordinate all anticipated absences and necessary coverage with the Command Chaplain. (d) The coordinator shall be responsible for setup/rigging for all RE corresponding programs and activities and clean up after programs and return facility spaces to their original configuration and condition. (e) The coordinator shall be present during Religious Education (RE) classes from at least onehalf hour before RE classes begin and remain until all classes are over and ensure the areas used are cleared returned to original configuration and secured. (f) The coordinator and his/her volunteers shall observe all local safety requirements procedures and work in concert with DLPO to maintain a safe environment for all corresponding RE programs and activities. (g) The coordinator shall maintain the Protestant RE office and storage rooms in a clean orderly and safe condition and comply with base safety standards as it pertains to office and storage areas as well as to chapel usage guidelines set by DLPO. (h) The coordinator shall open and secure the chapel and other facilities used for RE activities as needed. (i) Religious Offering Fund Purchases Relating to the Protestant Religious Education Program: Submit ROF Requests in a timely manner to the appropriate person for approval. (j) Appropriated Funds/OPTAR Purchases Relating to Protestant Religious Education Program: The coordinator shall provide annual request list for supplies to the Command Chaplain and DLPO in support of Protestant Religious Education Programs; and subsequently every quarter submit complete request packages to DLPO or designated Card Holder.
The coordinator shall communicate with the DLPO or designated Card Holder to ensure requested vendors are within good standing of current procurement guidelines and requested items are approved for purchase.
For shipped items the coordinator shall ensure the vendor can ship to FPO location.
Complete request packages include but are not limited to vendor (name and address) website (if applicable) person(s) of contact phone number and email address (if applicable) itemized purchase lists etc. 7.
GOVERNMENT FURNISHED EQUIPMENT Office space computer workstation and other supplies will be provided to complete this effort. 8.
PLACE OF PERFORMANCE Performance will occur principally at the NSA Chapel onboard the Support Site installation in Gricignano Naples Italy without any travel.
Access to NSA installations is required.
Working hours are estimated to be one half of full time equivalent (FTE) and will be coordinated with the RMT; performance to be compatible with NSA Chapel operating hours from 0800 until 1600 hours Sunday through Friday except Federal Holidays or when the Government facility if closed due to local or national emergencies administrative closings or similar Government directed facility closings.
