Hauptaufgaben This position is located at Solbiate Olona, performing a variety of housing management &US postal mail clerk duties primarily related to providing assistance to military members, their families, and eligible DA civilians in locating off-post housing.
Additional duties cover maintenance of funds and accounts.
Incumbent maintains a working relationship with housing managers, real estate agencies, apartment managers, and private property landlords within the local geographic area.
Develops and updates the automated, non-discriminating listing of houses and apartments available for rent.
Provides counseling and assistance on off-post housing to all eligible personnel including those unaccompanied.
Assists personnel in obtaining the most suitable housing, considering a wide range of factors.
Briefs personnel on leasing practices such as utility and security deposits required, damage responsibility, pets and notices of termination.
Counsels applicants on the full range of family housing policies and procedures with regard to rights, privileges, and responsibilities.
Accompanies Service and family members during house hunting and inspects the units for conformance with Department of Army (DA) standards.
Determines whether the facility meets standards of accuracy and, if not, documents and coordinates corrections necessary to meet standards.
Maintains lists of housing, against which restrictions have been imposed.
Receives and attempts to resolve complaints from off-post residents.
Interviews incoming personnel and processes applications for off-post housing.
Explains standard government housing contract to both tenant and landlord.
Prepares Temporary Lodging Allowance (TLA) authorization documents for all eligible personnel.
Escorts new arrivals to utility service providers, interprets from English to Italian and vice versa for the utility service representative and applicant.
Serves as the Community Utilities Tax Exemption Program (UTEP) coordinator.
Prepares an out-processing packet and gives a detailed out-processing briefing to service members.
Ensures timely accomplishment of pre-termination and final inspections.
Utilizes a software program that provides housing relocation information for service members new to the area of assignment prior to permanent change of station.
Translation duties involve assisting Soldiers and Families with language translation in a number of instances (bills, phone companies, plumbers, etc. ).
Mail services consist in picking up and dropping off all 1st Class, 2nd Class, 3rd Class and 4th class mail at Malpensa Airport and sorting out all incoming/outgoing mail.
For in-processing duties, incumbent creates a packet and gives a detailed in-processing briefing for new service members.
Processes the Duty Certificate at HQ for new arrivals, the NATO badge and NATO vehicle pass for service members and their spouses.
Prepares a packet with the necessary documents to process the Italian social security number ( Codice Fiscale) at an Italian government agency in Busto Arsizio and applications to request the Italian Residency Permit ( Permesso di Soggiorno) for spouses and dependents.
Schedules appointments and escorts family members during the appointments.
Establishes contacts at the Italian Police stations in the provinces of Milan and Varese.
Generates a Standard Operating Procedure report on housing operations at NRDC-ITA.
Creates a digital folder with all important documents for housing operations.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08. 00 to 17. 00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the " Qualification Standards" published by U.
S Office of Personnel Management, as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the U-05 grade level.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education may be substituted for experience in accordance with the " Qualification Standards" published by U.
S Office of Personnel Management.

NOTE: Incumbent must be fluent in the English language, both oral and written, is required to possess a valid Italian driver's license type "B" (a copy of the license must be provided), and be able to obtain and maintain a Government (SETAF) driver's license to drive a mail service vehicle ( Military TMP).
Moreover, incumbent must be able to perform physical activities such as substantial walking and standing, as well as lifting and carrying of heavy weights.
