NOTE: This is a trainee position, target UA-01. Position may be filled at the UA-03, UA-02 or UA-01 grade level. Hauptaufgaben
Serves as Administrative Officer and principal advisor to the Director of Strategic Planning, S5. Performs in-depth studies and special projects in a variety of management and program areas. Serves as the principal assistant, consultant, and spokesperson for the Director of Strategic Planning, S5 in the areas of management services, personnel and position management, and administration. Organizes, administers, and coordinates the organization's efforts in the areas of personnel management (US and Local National personnel), organizational structure, manpower, material needs, personnel performance processes, policy development, implementation, and compliance, utilization of manpower, equipment, and materials, library science, internal and external inspection reports, manpower surveys, management control process and compliance reviews. Advises and regularly briefs the Director of Strategic Planning, S5 on the organization's posture and progress in any of the above areas. Represents the Director in strategic planning meetings and TDA reviews. Advises on changes to organizational structures, organizational charts, and mission and function statements to implement reorganizations or changes in program administration in order to reduce or eliminate functional overlap among the S5 programs. Work contributes to the optimum organization and distribution of functions, organizational structure and staffing of activities. Independently administers, analyzes, and requests changes to the Directorate TDA to include justification of new requirements, overhire authorization, allocation, documentation and utilization of manpower resources. Acts as the liaison between S5 and senior DHR, DRM and Civilian HR Service Center (CHRSC) representatives. Interacts with each organization on matters pertaining to all aspects of personnel management, reorganization, organizational structure, position management, and manpower utilization. In coordination with the Director and/or Directorate Division Chiefs, establishes personnel needs, skills required, internal movements, etc. , and initiates actions in accordance with Command, DRM, CHRSC policies, Italian Labor Law requirements, Union recommendations, personnel needs (on a case-by-case basis) in the best interest of the Government. Makes recommendations, commitments, and decisions that are accepted as authoritatively representing the Directorate of Strategic Planning. Studies, evaluates, and integrates all elements relative to the administrative management of the S5 including financial, personnel, equipment, facilities resources to enable the Director, S5 to make informed and comprehensive decisions. Reviews directives, planning documents, program and policy statements from higher headquarters, i. e. Garrison Commander and IMCOM-E, and evaluates impact by composing information papers and recommendations for approval. Prepares a diverse number of studies/reports for the Director involving the Garrison Management Control Program, TDA updates, training statistics, etc. Administers the performance appraisal process (TAPES) and the various recognition programs such as the DAC/LN Awards Program, to include maintaining and updating corporate and local databases. Initiates action to develop and implement SO Ps pertaining to a variety of subjects and procedures needed to operate new or revised systems or controls. Maintains Directorate TDA and serves as liaison between the CHRSC, DRM, DHR and the Garrison pertaining to all aspects of personnel management. Coordinates with Civilian HR Service Center to ensure personnel actions are in the best interest of the government and the employee. Analyzes personnel records with appropriate HR Tools to provide the Director with updated reports on particular issues. Administers the monetary awards process in conjunction with the Division Chiefs based on the budgetary limits imposed by higher commands and maintaining a database of the authorized amounts. Requests/justifies additional funds if necessary. Determines the appropriateness of and requests all kinds of personnel entitlements, requirements, and allowances for blue- and white-collar employees. Prepares written formal and informal correspondence. Researches, analyzes, organizes, develops and synthesizes information assembled from various sources, determines level and tone of written material in terms of objectives, intended audience and medium, and adapts written material to styles, policies, and preferences of individuals. Receives inquiries from all supported Organizations on problems requiring the Director's attention; recommends a plan of action and brings important facts to the Director's attention.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08. 00 to 17. 00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the " Qualification Standards" published by U. S. Office of Personnel Management, as summarized below.
EXPERIENCE:
At the UA-03 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-05 grade level.
At the UA-02 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-03 grade level.
At the UA-01 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-02 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the UA-03 grade level: Diploma di Laurea triennale plus 60 CFU towards a Diploma di Laurea Magistrale/ Specialistica or Diploma di Master universitario di primo livello.
At the UA-02 grade level: Diploma di Laurea Magistrale/ Specialistica.
At the UA-01 grade level: Dottorato di Ricerca.
At all grade levels, education must be directly related to the occupation.
